P1490 code and trouble starting

I have 2001 Infiniti Qx4 4x4. Service light appeared, had local auto store check code/ and I used a GoPoint iPhone app connect to OBDII port. Both had this code P1490 and details were:
Low Speed Fan CTRL relay circuit
,
Vacuum Cut Valve Bypass Valve
, both had this description circuit issues are usually caused by loose connectors or faulty wiring. then for few days now i had trouble starting the vehicle, I discover a way around issue but its not reliable. Battery is new, bought this year, I do have corroded battery cables(-)needs replace, (+)recommended replace. The trick i found is when turning key to start, I do a double click/turn method. Like start your car twice. My question, are the codes and starting issue related because the light does go off for a period then on again, 2nd time within year. Had issue earlier thats when i replace battery and saw cables need replace. everything was good then lights comes back on after a couple of months.
Any suggestions, knows a fix, or where to begin to diagnose? I been searching the forum for related topics but nothing similar to this extent. thanks

P1490 is completely unrelated to vehicle start issues. See page EC-589 of the factory service manual and perform step 3 to determine whether it is getting power. If it isn't, inspect the wiring and check for blown fuses. Also check the vacuum hoses for clogging or damage while you're down there.

Clean both ends of the battery terminals and cables of corrosion and try to have the battery tested at any auto parts store.

thanks for quick reply i will do as recommended. the (-)cable doesnt look too hard but the (+)cable seems a difficult.

Yea the positve cable on mine is actually cracked in half on the lower band.. I been eyeing what it would take to replace and looks to be more than difficult. I might try to find a good endpiece aftermarket.
