P1400 code and P1400 pending code????

I pulled P1400 and P1400 pending codes from my 2000 Frontier, 3.3L 5sp, 4x4. The charts say EGRC selonoid valve malfunctioning but the valve feels fine and doesnt look to have any carbon inside at all? Could this code just be telling me that the O2 sensors need replaced? The valve looks fine. If I need a new valve, where can I get these? Looks like $150 part online? If I creplaced the hoses from the valve, would that make a differance in the code. What else could cause the P1400 and pending P1400 codes?
