P1130 Maxima 2001 help

I have a Maxima 2001 and recently it started coming up with engine code P1130 swirl solenoid
the symptoms appear only when the car is cold, the rpm is jumping whenever i press the gas pedal
basically what happens when i press the gas pedal is that rpm doesn't pick up and when I press it hard it jumps and falls until the car is hot then I drive normally

while reading on the forums here someone suggested cleaning the vacuum hoses but i'm a noob so i can't really know where that is even after I read the manual
can someone please share their experience?

I've never had P1130 so I don't have personal experience with this problem.
I suggest you check out what the FSM says. If you don't have the FSM (Factory Service Manual) for your car, download it from here:

Section EC-453 deals with the SCV and P1130 and how to troubleshoot it. Note that your MAF could also be at fault.
