P0446 error code

I have a 1998 Infiniti I30. I have the dreaded service engine light. I checked it with a code reader and got the P0446 error code. I have a service manual and followed the procedure as best as possible. The canister vent control valve checked out okay when I connected it across the battery and the rubber tubing was clear. I have the proper voltage at the connector to the valve, but it doesn't operate when all connected up. Any suggestions would be great. I feel as though I may have lost a connection somewhere, but I don't know where to look.
