P0037, help please!!!

Hi all,
I have a 2003 sentra with the 1.8l engine. Recently I keep getting the p0037 code and the check engine light goes on with it. I reset the code, ses light goes off but after a few miles it comes back. I have replaced the o2 sensor (rear), checked the fuse, cleaned ground cable from the battery to the chassis and the transmission, wire harness and everything looks good, there is power to the sensor, I have check for short or open circuit and everything checks out. I don't know what to check next... does anyone had this problem before?

Resistance between the two terminals for the heater on the sensor reads 8 ohms, checked different o2 sensors from different stores and they have same resistance...
Need to get the car inspected and with this issue it will not pass.
