P/S problem

Okay so I need help I just got an s13 with a Ka24e. p/s don't work but it's all there. Could the fluid be leaking? If so how do I find the leak?

If there's fluid in there, it should be working, unless its a REALLY fast leak.
The pump itself may be bad... they are getting pretty old now and most are due for replacement.
