Overdrive is just a fancy name for top gear. Turning overdrive off keeps the transmission from shifting up past 3rd gear. Turning it on lets it go all the way to 4th.So yeah, it affects top speed. It's often useful to turn OD off if you anticipate having to pass on the freeway (because as you noted, it improves acceleration).I also like to turn off overdrive when cruising at below 45 in town because it means the car isn't going back and forth between 4th gear (efficient) and 3rd gear (power) so it's more responsive.
Technically, OD is just any gear where the output shaft on the transmission is turning faster than the input shaft (or the engine itself) which is bad for power but great for efficiency while cruising.
