overboosting stock turbo on AVC-R with very low duty

Have a RB25det with bolt ons and I just got it running with the AVC-R... however when the boost is set to .50 and duty at 20% it still hits close to 1bar at full throttle. Is there a step I skipped when installing it that would make this happen?

stock actuator is rated for about ~6psi and you're trying to get the avcr to boost 7, its just too close to do that.
