So, there I was coming to the end of the highway merging into one lane. I begin to slow down to merge with the road, coming just behind a guy in an Acura.

Now, I was pretty close behind him, trying to adjust to his slow speed when suddenly water sprays out of his exhaust pipes and he revs up a bit.

What? Is he Mr. Inspector Gadget or is that normal from time to time?

Yea, that can be normal depending on the humidity and temperature. He probably just started driving the car (for the day) and it is just condenstation built up in the exhaust system. Samething as when you first start driving in cold weather and you get the fog out your tailpipe for a little while. Also, along with the condensation, if he hadn't reved up at all until then then the condensation probably pool in his mufler so when he accelerated hard it blew all of it out at once.
