OT: program for annotating images for posting?

Other than Photoshop or Illustrator, is there a free or inexpensive program for annotating images with simple things like an arrow, some text, a line or two, a circle, etc.? I have seen some posted images here and never have asked.

Paint will do it.

Comments can be made inline with image tags.

There is no arrow in Paint, but I suppose just straight lines between the point of interest and text would be fine.

Not sure what you mean by comments being made inline....

GIMP is free and well supported open source software. The interface is similar to Photoshop. So it will be somewhat familiar to those with Photoshop experience. It's included in many Linux distributions but there is a Windows version. It's also much more powerful than MS Paint. However, it's overkill for what you're needing.
