OT idle at cold start?

wondering if somebody had some info on this problem seeing as i have come up with nothing...

its a 89 240sx with a KA24E w/5spd. the motor ate the timing chain guides and the motor was pulled, a new timing chain kit, oil pump, oil pickup tube, bearings, water pump, thermostat, temp sensor, maf and the list goes on. I replaced all of the vac hoses on the motor along with the coolant lines. The problem im having is that when i start the car the idle is what it should be at OT "operating temperature" and not what it should be at cold, anyone have any suggestions? and to add the car is TIMED CORRECTLY
