orange line next to transmission underneith car??

ok i searched but couldnt find anything.. I looked under my car today and saw an orange line hanging down that was dragging on the ground it says vt-3 1.702 do any of you guys know what it is? thanks

only hose on the trans is the breather it runs from the top of the trans to the top of the trans bellhousing. purpose to vent fluid/hot gear oil. It's nothing major..buddy has run without one for a while. no probs
