This is a topic that has been overly exhausted (no pun intended) and you really should search for this type of thing.
Running an open wastegate has pros and cons, just like any other modification to a vehicle.
Pros:
Less restrictive gas flow from the wastegate and main exhaust stream means that the exhaust gas velocity will remain higher, helping to get that hot gas out of there. This will allow the turbine to flow more freely. Sometimes the boost threshold is lowered a few hundred RPM by doing this mod.
Cons:
It's a bit loud, and the ehxuast gases can get into the cabin of the vehicle when the wastegate is open, if not routed far enough under the car.
Another issue is the added heat in the underhood area if you just dump it right into the engine bay, beneath the manifold.
