All of your questions have been answered in this forum, countless times. One or two of the stickys up top has a lot of answers as well as some others.
But, just to show I am not an unhelpfull bastard, I replied in your quote in i tallics.

4. all other's are legal aren't they? r31's??? not to sure about. To the best of my knowledge, any car that is over 25 years of age when brought into the states from Japan does not have to abide by any of the EPA, NHTSA or DOT standards. A member here has/had a KenMari Skyline.
fill in the blanks please..... and if any one has prices of things like the fee to get the r33 converted over to meet the standards and other little odds and ends.
