I can't relaly understand what you're trying to get at.
PCV valve : positive crank ventilation. When your crank case gets positive pressure it vents into your intake. This prevents the entire from overpressurizing itself and blowing out rings. (I've seen it on the track when someone had his oil catch can plugged in backwards)
WHy turbo's blow oil seals
1. too much oil pressure. Either from blockage or something...2. Age and wear. If you boost a stock t25 at 15psi all day .. expect the seals to die out sooner then later. You're overworking your turbo and wearing it out. Keep it in its efficiency range instead of turning up the boost to get "more boost". Which, btw does not always net you more power as the turbo will heat up the air so much that you actually will not gain any power at all, and lose power. (unless you have some godlike intercooler)
The only way to prevent premature turbo failure is good oil, no abuse and maybe a turbo timer. By abuse i mean making the turbo work outside of its intended area. Think of your little turbo working twice as hard as a bigger turbo to make the same amount of boost.
