one headlight doesn't work..electrical guru's?

ok, this isn't for my 240, but i really dont have anywhere else to go and am out of ideas, so i was hoping the NICO community could help me out

My brothers 1998 Chevy Cavalier has one low beam headlight that is out. both high beams work, switching the two bulbs didn't work, a new bulb didn't work, both low beams get the same direct current with lights turned on and off. the out low beam connector has a lower resistance than the working low beam light.

Any ideas? I'm thinking its shorted out but am not 100% sure.

clean the switch? take it apart and sand the metal pieces that touch when switch is turned.

+1If it's not a fuse or the bulb, it's probably the switch.
