On start, wiper turns on and buzzing from dash

I googled this and cant seem to find an answer. Everytime I start the car the wipers turn on once and there is a buzzing from the center of the dash. Also none of my interior lights work and my clock on the cluster is blank until the car starts. I looked at the fuses and they are fine. What I have done recently is replaced my alternator. I'm stumped

Possible power is being interupted or something. Noticed when a car loses power, then gains it back the wipers make a sweep.

Actaully that buzzing is my cd player haha. Ok now I just got home from school and noticed that nothing in my dash was on. I drove for about 10 seconds and all the power came back and the wiper turned on again

I should check the harness under the fender. I have a feeling something rubbed

Ha found it. It was the alt fuse. It didnt look blown at quick glance
