Oil restrictors question

Hey everyone, i need some advice...
I bought a block off some guy a while back, and had plans of building it with forged internals etc.
So i finally did it, and i noticed it has a tomei oil restrictor. Now, what i wanna know is if it will be safe to run it with a fully stock head. I dont want it to starve of oil.

How did you confirm that they're were restrictors in the block? As there are already factory restrictors in place that look very similar but are slightly larger hole diameter than the Tomei's.

I usually don't recommend restrictors on factory hydro lifters... but if you want to remove them you can simple use an extractor bit.. but remember they are only like a 10mm tall so don't go too deep or you'll start into the factory restrictor.

I had no idea the stock block had oil restrictors. well is there a way to know if its stock or aftermarket smaller restrictor?
The guy i bought the block from was running more aggressive cams and the cam dug into the place on the head where the cams rotate. also some valves got bent and hit some pistons. i have no idea it that was because of oil starvation or something else.
