oil pump??

s13 redtop-ive been hearing a rubbing sound every cold start.almost sounds like the fan rubbing the shroud,but its not.i was talkin to a guy a work and he was sayin check the oil pump,sumthin about a weep hole that can get dirty or sumthin,so the lifters could be runnin dry on startup.anybody experienced this noise before,or can back up my friend,or point me in another direction.im open for suggestions.thanks guys.
