It's a slightly silly idea, or at least overly-compulsive. A much simpler solution than another pump is an accumulator- a sealed tank mounted with its opening facing down, and a solenoid. As the engine runs, some oil and its pressure is bled into the tank, and when you shut-off, the solenoid closes. Before starting, you trip the solenoid, let the air pressure at the top of the space push oil through the system, and then start. Moroso used to make an accumulator tank for this. But if the engine's run once a month, the bearings are going to be holding enough oil to prevent damage. Plain bearings hold oil, especially when running. The oil pump is only there to force cool oil into the bearing space.
