The turbo oil drain is neither coming out of the pan or a fitting. It is a piece of the lower BLOCK that isn't supposed to be moved. It just drains oil back through the block and down into the oil pan.

Does it feed into the through the block into the pan or into the oil pump. I thought you could prime you pump by pouring oil into that line.

If it simply runs back into the pan you couldn't do that right?

The lower drain line is not pressurized in any way. It drains the oil back into the pan. Think of it like this, why would they want to flow hot and baked oil back through the oil pump before it gets to sit in the pan to cool?
