oil in intercooler

I have a S13 SR20 with a GTX2867R and Greddy FMIC from years ago. My car started to squirt oil out of the HKS SSQ blow off valve and I determined that it was due to oil in the intercooler. The car sat for 7 years and I now am trying to get it going again. It had a GT2871R and I replaced it with the GTX2867R since I was lead to believe that it was a seal in the turbo.

Now even with the new turbo I am getting oil in the intercooler and pipes. I had cleaned the piping and intercooler before reassembly and know that the oil I am seeing is definitely new since after I installed the new turbo. The car can drive and pulls hard and holds boost at 14.5 lbs rock solid but the oil is still an issue.

What are possible causes of the oil in the intercooler now that I can rule out the turbo seals?
What should my next steps be?

I would put a catch can spliced between the hose that goes from the valve cover to your intake tube. This is a very common issue with S13 valve covers (which is why I went to an S13.4 hybrid cover). While you are at it, I'd check your compression though. If it's a ton of oil, you may have some blow by. Also check your PCV valve to make sure it is still good, that could be another culprit.

You need to perform a compression test, and leakdown test.

Excessive oil leaving the valvecover during boost is indicative of piston ring failure.
