Oil in Compressor wheel

Since I got my engine, whenever I took off the cold pipe to the outlet of the compressor side of the turbo, there has been a little oil. I had to take out the turbo and manifold to replace the manifold/turbo gasket, and found a little oil outlet of the compressor housing. Does this mean I have a blown turbo seal, or could it be something else?
