oil feed question?

is the stock oil feed line, from the block, is the oil coming out of it filtered already? i have real fine shaving coming out of it. my motor has been rebuilt so i guess its normal but i just wanted to ask if the oil has already been filtered when it comes out of it? i keep frying my turbo.
