can that be done without pulling the motor and just dropping the crossmember?

Well the engine is attached to the crossmember. That is kinda what holds the engine in the car.

...

No. You will need to pull the engine to do it correctly.

....

Try warming the car up and testing again. Don't forget to hold the throttle open when you are testing and ensure you get an equal number of cranks for each test. I count to 5 one thousand for each cylinder.

Add some lucas motor oil. If they are just worn it will help.

i understand how the mounting of the motor requires the crossmember. the motor would obviously need to supported from the top, but if i dropped the crossmember would i not have total access to everything.

Another thing you can do is take out you spark plugs and drop some oil directly into number 3 and then retest your compression. If its your rings, you will notice your compression has increased.

I tend to shy away from oil additives.. Most of them come with harsh chemicals designed to break down carbon deposits and sludge, and they have a tendency to eat away at your seals. However i have no idea about engine restore type additives. Even if it does something, its going to be a temporary band-aid for a serious problem.
