Yes.
It has to be before the turbo.
That way, the turbo creates a vacuum in the catch can and it will suck any blowby at that valve cover.
If you hook it up to a line that is connected to the intercooler, you'll be shooting boost into catch can and your valve cover, which is the opposite of what you want.
