Basically, if the hub of the wheel is exactly in the center of the wheel width, the wheel has a zero offset. Move the hub towards the outer edge of the wheel, the higher mm offset it will have (i.e. front wheel drive crappy ricer wheels are usually like +40mm offset. On the other hand, move the hub back towards the inner edge of the wheel, will give you a negative offset. Sweet a** deep dish/fat lipped wheels have a negative offset....Then there's the fitment issue......
