Odometer doesn't work

I have 94 J30T & the odometer doesn't work. I ='ve swapped 2 instrument clusters & it still doesn't work. Any ideas? I cannot get proper registration in NJ unless odometer works.

Welcome to NICO!!

Clean and check your connections. Odometer failure is a common age related problem on J's.
