Odd noises and ECU question on RB20

I have two quick questions for the RB folk here.
First off when I start my car it always turns over right away, but it tends to chug a bit as if it wernt getting enough fuel to start up right away. Some times I have to turn it off and try again. I also have to give her a bit of gas as im cranking the motor or it will die while im trying to start it. Eventually it will start, but the idle will be a little rocky for a min or two. After that, once its started up I have no issues. The idle stabilizes and the car runs fine. After it warms up my wideband shows i idle at 14ish-16.5ish. While it warms up and the idle is funky it idles at 19-20. I have replaced the fuel pump, clean the injectors, changed the fuel filter, and replaced one ingnition coil and tested the others to make sure they are good. At this point I am thinking that this could be a ECU issue or some kind of wiring issue. Any thoughts?

Second question.
Once I get the Rb started, for about 1min or less, there is a high pitch whine when I give it some gas. It only seems to do this on a cold start becuase once the car is warmed up it stops, or if I had the car running, come back and re-start it, it doesnt do this. Recently replaced all of the power steering systems so I am confident that it isnt that. Could this be like a timing belt or something? Additionally I have removed the AC and related components so I dunno if that info helps at all.
