I am using the blue switched 12v wire from the original harness to provide ACC power to the stereo. It is only seeing ~2.5v with the key on. I am wondering if I have to use a relay to get power to the stereo, or if there could be another issue. I am tired of having to remove the face off of my stereo every time I cut the key just to turn it off.

I think you've got the wrong wire or there is a problem with that circuit. Check the power at the radio fuse. The radio fuse is on the switched power to the radio so if that voltage is good (and ovbiously the fuse too) then either you've got the wrong wire or there is a problem between the fuse and the end of that wire. If you only have 2-3 volts at the fuse then you have bigger issues. Check the main fuses near the battery and/or fuse box under the hood. Any other circuits that seem to be underpowered or inoperable?

If you believe there is a problem with that circuit it will likely be much simpler to run a new accessory lead from the ignition switch or the fuse box.
