Odd hesitation problem

When I slowly rev up to 2000rpms my SR hesitates and drops down about 100rmps, then if I keep slowly pressing the accelerator it wont go passed 2000. When I accelerate hard I can still feel a slight hesitation in the 2k range. It happens mostly when cold, but I haven't really tested when fully warmed up. My old KA used to do the same thing, which makes me think it's some sort of electrical problem on the chassis harness. Any ideas?
