OBDII is an ADD ON to OBDI.
ODBI just checks wheter sensors are working [not shorted or open] whereas OBD2 test whether the sensor output is within +- 20% of the expected value [brand new value]. When parameters change enough so that the emissions could be out of whack by 20% you get a MIL.
Early OBD2 didn't work too well*, as the manufacturers tried to adapt to old engine designs whereas after 2-3 years they got it right by 2000.
* intentionally set very coarse [insensitive] to avoid MIL lights.
OBDI requires a dyno to check emissions and OBD2 uses computer and physical exam.............O2 sensors and cats installed, no tampering, no MIL and ecu reports ready for testing.
1996 [so do 97-99] has both OBDI and OBDII connectors for trouble shooting.
