My car does do this random thing where it will heat up for a minute when I have just started it then go back down to normal and stay there for the rest of the duration of the drive. The guy at the test place pulled out a timing light and checked it and said it was right but I will whip out my timing light this weekend and check it myself. What do you mean when you say try the TPS adjustment? Pull the TPS connector and move that little screw? Best smog shop I have ever been to, run by this nice older couple actually. The guy did tell me a list of things I could try(even though yes I can't technically do that) He told me to try stuff and come back and see how it goes. I am going to try to warm it up before I go next time as the car was probably pretty cold.
