Here is your answer:
Just look at page IP-22 on the factory service manual of 2014 Rogue:
http://www.nicoclub.com/FSM/Rogue/2014%20Rogue/IP.pdf. From that description, it looks like it is called an "accessory connector"
However, to learn what that connector really is:
1. Open "Power Supply, Ground and Circuit Elements" section

2. When you check page PG-35 (Main Harness), you see there are two connectors" M-22 and M-116, side by side, under the steering wheel
3. Now look at the table on page PG-36:
M-22: Data Link Connector (aka OBD

)
M-116: Calibration Control
So, I believe technicians use this port to check the calibration of the sensors, or update calibration value etc.
