I have a 99 SE and the check engine light is on. I checked the codes and I get three of them.

0707 - Downstream oxygen sensor or circuit fault0510 - Downstream oxygen sensor maximum voltage monitor fault0512 - Downstream oxygen sensor high voltage fault

I've reset the computer a few times and the codes will clear for a few weeks of driving, but will eventually come back. Do these codes actually mean that I have a bad downstream oxygen sensor or do I have something else? Could it be something with the catalytic converter? I checked the gas cap....it's on tight.

Sounds like a bad rear O2 to me. http://www.sparkplugs.com has good prices on the Denso rear O2.

I used oxygensensors.com to replace all 4 of mine and bought their socket kit, which was useful. Definitely do it yourself and I found that splicing works well and you don't need to spend the extra money on the OEM connector unless you aren't comfortable stripping & crimping wires.
