No, thats not true. I believe only cars that are older than 1980 are exempt from emisions. I'm paying 100 today to have my car inspected, no cat and all. You need to find a crooked shop. Here is a quote directly from the NYS DMV site.

These motor vehicles are exempt from emissions inspection for gas-powered vehicles:
Vehicles that are less than two model years old, or more than 25 model years old (for example, a 1975 model in 2001).

But, if you want to get an inspection youll probably have to bite the bullet and pay about 100$ anyway.
