In short (as I understand it), its an ARM based processor that is designed to provide powerful mobile processing with very low power consumption. It can handle some low-end 3D applications as well as HD movies. Battery life is expected to be about 10 hours of HD movies or 25 DAYS of music:

THe obvious application is for portable devices. The downside is its not x86 compatible so netbooks and laptops using the technology will likely use Linux based software or Windows CE.

Lastly, here is an interesting way to use the technology for gaming. Not sure about the game itself, but the concept and technology blow me away...
