not starting after head was pulled off

i pulled the head off my sr20(redtop) to install steel HG and ARP head studs. i put everything back together and now it wont start. i'm getting spark and fuel. CAS is lined up correctly (pretty sure). one thing that is strange is that then fuel pres doesnt stay up, it'll go up to 40psi then fall off to about 10. i pulled the plugs and they are wet( flooded??). any suggestions would help.thanksLee
