Noise when clutch not fully engaged

Ok when im barely moving like 2 to 8mph and I dont have the clutch fully engaged it will make a noise like the power steering fluid is low. But im not turning and its not the power steering. Does anyone know what this is. Thanks

throw out bearing?

it stops when the clutch is fully enguaged right?

like sounds like its winding down?

yeah it stops when engaged, or If I disengage...

I noticed last night it does it when I shift from 2nd to third..

yeah kinda like a winding down type noise

Sounds like the TOB is going. If you rest your foot on the pedal but, don't apply large amounts of pressure, does it do it then too? If so, TOB needs to be changed.
