Noise and Vibrations '96 Q45

I just bought a '96 Q45 and notice that anytime car speed reaches 30mph or more I start hearing an on and off humming sound. This sound remains for any apeed above 30mph. Above 70 mph if press the brakes then extreme vibrations occur. Does anyone have nay ideas as to the cause of this??

Since the vibration doesn't seem to be dependent on rpms, and remains consistant at speeds above 30 mph, I'd check tire/wheel balance first, then rotor/hubs.
