no. the fire control group needs to be milled out. they were selling hunks of metal, that LOOKED like ar lowers. thats it. the law allows you to take that hunk of metal, that looks like an ar lower, and mill it out so that it functions just like an actual ar lower. you can then install an upper and have a complete rifle.themadscientist wrote:Can an AR upper pin to it and create a complete firearm?
