no vacuum, no vacuum leak. confused as hell

i have no vacuum on at my FPR and i cant find a leak anywhere, i used a propane torch and checked spot, nothing, cant hear a leak either. yet i have no vacuum at the FPR at all i pull the vacuum line off of it and can hold my finger on it with zero suction at all. so can something be clogged and causing me to not have vacuum where i should? IACV perhaps? any suggestions would be greatly appreciated.-edit- all of my vacuum lines are new silicone hoses.
