No vacuum for climate controls

I have a 86 300zx turbo. My vacuum pump generates 20” of vacuum, but I don’t get any vacuum out of the port for the climate controls, I have also replaced canister with another used one with same results. I can produce vacuum on the vacuum line going to the climate controls by using a hand pump. Need help to figure this out.
