Update: no vacuum at idle

Hello. I am a little baffled by this issue and was wondering if anybody had any insight. I just put the s14 sr20det engine into my s14, and turned it over for the first time tonight. It started right up, but noticed it was running very rich. I also noticed that after a little/lot of throttle was applied boost surge occurred. The blow off valve was not releasing pressure at all. After a little searching I found through all the intercooler and the vacuum lines off the throttle body are not producing any vacuum but seem to be releasing pressure. I looked at my boost gauge and at idle, it seems to be producing 1/2 lb of boost instead of vacuum. With a little "blip" of the throttle, a little vacuum shows on the gauge, but then just goes back to boost. The car seems to be holding a rough idle around 750 rpm, but seems like it would prefer to die at times. I am really confused on how this car is even running right now. I did have to replace the CAS, but felt I did it correctly. Does anyone have any insight on what could possible be going on here? The only thing I can think of is that there is a very large vacuum leak after the throttle body? Thanks in advance for the help.

Update:

I finally found vacuum, turns out I had some vacuum lines hooked up incorrectly off the throttle body, I now have 11 lbs vac. So now I am seeing vacuum to the brake booster, but my brakes are still really hard and the brake booster does not seem to be functioning. It was working before I did the swap, so it is hard for me to believe that it is bad. I am also having fuel issues. The car seems to be running very rich. It is pouring out black smoke out the exhaust. The timing is all correct at around 15 deg. Anybody have any thoughts on running this rich. It seems to be just dumping fuel into the cylinders with no fuel management. I am running the KA24de O2 sensor, so could this be an issue?

I also forgot to mention, that the brakes are very stiff, meaning there is no vacuum in the brake booster lines. Any thoughts?
