Two things you can check quick and easy are the hazard switch and turn signal flashing unit. The flashing unit is behind the cluster somewhere (I can't for the life of me remember where exactly it is, but the FSM places it behind the gauges). It's a three wire unit. If you hook it to 12V across the two lower pins and put a test light over the lone upper pin, the test light should blink.
The next step is to make sure the hazards are flashing. Test the hazards with the lights on and see if you still get flashes on your turn signals. If you don't, then I'd start harness digging and make sure someone didn't cut the plugs and try to fix them by reconnecting the wires and causing a backfeed into the turn signal circuits.
You can also check for harness shorts in the wheel well as the marker light circuit (red/blue) might be making contact with the turn signal circuits (Green/black and green/yellow). If the turn signals get energized by a constant 12V from the headlights/marker lights, then the turn signals won't work period. If your hazard switch isn't forcing a blink when you have the headlights on, then I'd say the issue is a short somewhere.
