No rear spindle covers on S13 ...Why???

Hi guys,I seen in the past that my S13 doesnt have the spindle covers for the rear hubs.....is there a reason for this???? I never really paid atenttion to other cars to compare different situations....Is there a reason for this??

The main reason I ask is that I would like to use my rims without the center cap, and it just dont look right and it seems the spindles are exposed to dust and weather when running rims without a center cap....
