No power to coils

So I intalled a new efi harness and ptu with harnes hoping to solve my car not starting. Come to find out I don't have 11-12volts of power going to the coils when the ignition is in the on position as per he online manual. My battery is fully charged checked all the fuses both inside the car near the battery and in the relay box.Come to find that in the relay box there is only 4.5 volts available to trigger the ignition relay to close which is not nearly enough. and I dont' have 12volts of power on the relay side either..What would cause the coils and relay not to have enough power?

you sure about that battery? you sure it holds a chanrge? how long has it been hooked in the car? if you are confident in the battery try unplugging the alternator harness and recharge the battery, could be discharging due to a bad voltage regulator

Thanks for replying. When I placed my meter on the battery it read 11.99 volts...when I turned the car to the on position I should have similiar readings on the ignition coil B prong per the manual...yet I have zero. So I checked the ignition relay with a nine volt battery which tripped it and was able to get continuity on the other side just as the manual described it would. However when I turn my car to the on position the ignition relay is not getting enough power to trip nor is the relay side anywhere near 12 volts as well. The car cranks like the d!ck...I suspect either a bad ground somwhere maybe on the starter or alternator....I also have error code 21 and yes I have a working PTU and harness...my last guess would be a fried ECU?what do you think?

well if the ignition relay isn't getting the voltage I'd suspect the ignition switch, they have been known to fail on sme older cars

I'm trying to figure out the series of events that occurs when the car is started. The car ignition is turned on battery feeds the fusible link that goes to the starter relay which triggers the starter to crank now on the ignition side when the car is started what actually feeds the ignition relay? Is it the ignition switch, or the ecu? Would the alternator or starter wiring cause me to not get power to the coils? In other words how can I figure out if it's the ecu, the ignition switch or something else?

Check on the back of the plenum behind the balance tube for two ground wires, i know if those are not connected then the engine will not start.
