First things first. Drive the car, and let it warm up. Then feel the top radiator hose. Then feel the bottom radiator hose. If the top is hot, and the bottom is not. Then you have a bad thermostat. Change it, and the heater should work.
However, if that doesn't work. Your cooling system may be clogged up somewhere or something. My car is doing the same thing. I changed the thermostat but it's still cold. I haven't gotten around to flushing out the coolant system. They sell things at Advance Auto Parts, or other car parts stores that hooks up to your garden hose and radiator.
