no fuel, s14 w/ s14 sr20

Car is a 97 s14 with s14 sr20det swap. the car had been running fine until recently, now there seems to be a fuel issue. Fuel pump is getting 12v, no power at sending unit wires for some reason though. Do not hear fuel pump priming. there appear to just be two relays by the ecu, but if i am seeing 12volts at fuel pump doesn't it have to be the pump since its the end of the circuit?

btw its constant 12v, not just during cranking
