no door chime/interior lights/dashboardlights coming on unless started

well when the key is in the on position the clock has a light behind it but no digits, headliner lights or anything really except the high beams do work (but do not go up or down) im sure this is not normall battery is at 14.4 volts running but im not sure what 2 do

all fuses in the box next to the battery and underneath the intake are all fine any other suggestions? im thinking alternator

what about the fuses in the car? Inside under the dash next to your feet

would that be the left or right side under (inside??) the dash, if so i have 2 take a closer look

ya so i found the fuses (easy) so im missing two 10A fuses and i dropped a 15A fuse while checking (for the blower motor) ofcourse so im gonna buy them 2 10's and the 15 then see what happens

plzzzz help!, i have replaced all fuses, there all there now, everything works, but only when its running!, if it is in the acc,or ON key position nothing happens, except a loud buzzing noise for 4-5 seconds (my dad says its relays getting power, his car makes the same noise)
